SPILLWAY GATE UPDATE

Thanks to District #2 Council woman Gracie
Floyd for making the motion to allocate
$100K from her district's road maintenance
budget ($250k) to repair the large flood
control gate at Broadway Lake. Anderson
County Council voted unanimously for the
$100,000 project. FBL board members Courtney
Strickland, Bill Michie, and I attended the
Tuesday council meeting on 4-7-09 where we
saw a presentation from county engineer Judy
Shalato outlining the damage and expected
repair cost.
Unfortunately the timeline for the repairs
is projected to leave the lake at minimum
level until July 31. This is a conservative
estimate. While this is not the best of news
for our summer, it is great news that we
will have the damage repaired. The timeline
is realistic based on a like kind
replacement of the existing 30' gate. The
old gate is damaged beyond reasonable
repair. This means that the existing metals
will not be used due to age and liability.
The council was
concerned also over maintaining the lake
safe during the recreational season at this
lowered level and will charge the Public
Safety department to evaluate any needed
warning signage or markers in shallow or
hazardous areas. The county will bid out the
job which will take the remainder of this
month to complete. The lake level will
remain at the winter level we just
experienced (~5.5 feet below full pond).
This level is dictated by the level of the
base of the spillway. The lake level may
fluctuate somewhat based on rainfall. If we
have large amounts of rain, the level will
rise...remember we will not have full relief
capability with the flood gate being
repaired. This is one main reason the lake
must remain at low level during the repair
period. CAUTION: If we have large
rainfall...the lake will rise...be prepared.
It is not expected
to exceed normal full pond, but nature
controls this ultimately. During the repair
period, some sort of sand bag or routing
device will be placed in front of the flood
gate to dry up the work area. The small gate
will remain open to route the water.
Engineers are planning to make improvements
to the walls on each side of the flood gate
to eliminate the problems from uneven
surfaces. The gate initially bound upon
raising on March 29 which initiated the
event by breaking an already weakened cable.
Additional damage occurred as the gate fell
quickly to its base and twisted as metal
bracing gave way. I will have the powerpoint
presentation used tonight posted on the FBL
website when I receive it from the county
and will keep you updated as I get
information.
I remember a summer
years ago with minimum level due to spillway
repairs...it passed quickly...this one will
too. This is a small sacrifice now to return
Broadway Lake to full operation. Thanks
again to Gracie and the entire County
Council for moving quickly and unanimously
to repair Broadway Lake.
